Istvan Kovacs is a Romanian professional football referee who is a listed international referee for FIFA since 2010. He officiates primarily in Romania’s Liga I and is ranked as a UEFA elite category referee. Kovacs has a wealth of European refereeing experience, having taken charge at the Euro 2020, the Champions League, Europa League and Conference League, UEFA Nations League and several European Championships qualifiers.

On Tuesday, 26 April 2022, Kovacs was appointed to oversee the Champions League semi-final first leg clash between Real Madrid and Manchester City at the Etihad Stadium.
