Hoda Muthana is an American woman who left the the United States in November 2014 to join the Islamic State (IS) group.

Muthana was a college student when she traveled to Syria to join ISIS. She had told her family she was going to a university event in Turkey.

After being smuggled into ISIS-controlled territory, she tweeted a photo of an American passport, with the caption “bonfire soon, no need for these anymore.”

She become a noted ISIS propagandist online, her presence on Twitter growing extreme and violent. In January 2015, she tweeted, “Soooo many Aussies and Brits here, but where are the Americans, wake up u cowards.” In March 2015, she tweeted, “Go on drive-bys and spill all of their blood, or rent a big truck and drive all over them.”

In interviews from the Al Hawl refugee camp, she described how she used money from her parents meant for tuition at the University of Alabama at Birmingham to pay for a flight to Istanbul in late 2014.

Secretary of State Mike Pompeo stated that Muthana was not a US citizen. However, Hoda Muthana’s family and her lawyer, Hassan Shibly, maintain that she has US citizenship.

Pompeo said in a statement: “Ms. Hoda Muthana is not a U.S. citizen and will not be admitted into the United States. She does not have any legal basis, no valid U.S. passport, no right to a passport, nor any visa to travel to the United States.”

President Donald Trump tweeted: “I have instructed Secretary of State Mike Pompeo, and he fully agrees, not to allow Hoda Muthana back into the Country!.”

Analysts say the US government’s argument appears to hinge on the fact that her father was a Yemeni diplomat. Children born in the US to foreign diplomats are not automatically considered US citizens because they are not under US jurisdiction.

According to Muthana’s family lawyer, Hassan Shibly, “Hoda Muthana had a valid US passport and is a citizen. She was born in Hackensack, NJ in October 1994, months after her father stopped being [a] diplomat.”

Muthana has said she applied for and received a US passport before leaving for Turkey. After arriving in Syria she posted a picture on Twitter of herself and three other women burning Western passports, including a US one.

Her second husband was killed in Mosul and she went on to marry a Syrian man.
