Charlotte Mailliard Shultz was an American heiress and socialite. She was the Chief of Protocol for the state of California, and the Chief of Protocol for the City and County of San Francisco. As Chief of Protocol for the City of San Francisco, Shultz has been called the “city’s premier party-giver” by the San Francisco Chronicle. She brought back the city’s Black and White Ball, organized the 50th anniversary celebration of the Golden Gate Bridge (which included the Golden Gate Bridge Walk in which one million pedestrians walked across the bridge), and has welcomed members of the British royal family and Pope John Paul II during their visits to the city. In 2004, Governor Schwarzenegger appointed her as Chief of Protocol for the State of California, a capacity in which she served until 2010.

Shultz served as the President of the San Francisco War Memorial Board of Trustees and on the boards of the San Francisco Opera, the San Francisco Symphony, San Francisco Ballet, San Francisco Museum of Modern Art, the Commonwealth Club of California and the World Affairs Council of Northern California.

Shultz was chair of the building committee of the new San Francisco Public Library and co-chair of the Committee to Restore the San Francisco Opera House and San Francisco City Hall. Her contributions to the City of San Francisco and her tireless efforts to elevate the profile of the city have earned her the honor of having the staircase in San Francisco City Hall named the “Charlotte Mailliard Shultz Staircase”, in recognition of her deep commitment and contributions to the City of San Francisco.

In recognition of her tireless service to the community, and to the City of San Francisco, the Board of Trustees of the California State University and San Francisco State University are proud to confer upon Charlotte Mailliard Shultz the honorary degree of Doctor of Fine Arts.

Gavin Newsom, also a former San Francisco mayor, said in a statement: “Jennifer and I were deeply saddened to learn of the passing of Charlotte Mailliard Shultz, an exceptional civic leader, dedicated public servant and treasured friend. For over 50 years, Charlotte lent her invaluable guidance and leadership, serving as Chief of Protocol for three California Governors and 10 mayors of San Francisco.

“Charlotte was the quintessential San Franciscan – defined by her eye for the fantastic and the flourish with which she welcomed visiting dignitaries, foreign consuls and San Franciscans from all walks of life. She helped make the City of San Francisco the vibrant, international city it is today.

“Charlotte’s commitment to California’s civic betterment led to millions of dollars for libraries, parks and arts institutions. It is hard to imagine California without Charlotte Shultz. We will miss her terribly.”

“She had a remarkable talent for organizing events and representing our city with dignity and class, including hosting foreign heads of state,” said U.S. Senator and Former San Francisco MayorDianne Feinstein in a statement to the Associated Press. “Charlotte really put San Francisco on the map as an international city.”

“Charlotte Shultz was a woman of unparalleled grace and generosity who loved San Francisco like no other,” Mayor London Breed said in a statement. “In her decades of work as Chief of Protocol she did more than connect our City with the Consular Corps and the countries they represent — she showed the rest of the world what an incredible place San Francisco is and can be.”

Breed continued: “I am deeply saddened by the loss of such an incredible woman and friend, and my heart goes out to her family and friends. We have lost our Grande Dame. The bright lights of San Francisco are forever diminished with the loss of Charlotte, but her impact, legacy, and love will live with us for generations.”
