Neomi Rao full name Neomi Jehangir Rao, is an American attorney, academic, and government official. She is President Trump’s nominee to the U.S. Court of Appeals for the D.C. Circuit, filling a seat vacated by Supreme Court Justice Brett Kavanaugh.
Rao currently serves as the administrator of the Office of Information and Regulatory Affairs (OIRA). OIRA is located within the Office of Management and Budget (“OMB”) and oversees the implementation of government-wide policies and reviews draft regulations. She was nominated to this post in May 2017 by President Trump.
She also serves as an associate law professor at the George Mason University Scalia School of Law. Prior to joining the Law School, she served as Associate Counsel and Special Assistant to President George W. Bush. Professor Rao also served as counsel to the U.S. Senate Committee on the Judiciary, where she was responsible for judicial nominations and constitutional law issues. In between government service, Professor Rao practiced in the London office of Clifford Chance LLP, specializing in public international law and arbitration. She clerked for Judge J. Harvie Wilkinson III on the U.S. Court of Appeals for the Fourth Circuit and for Justice Clarence Thomas on the U.S. Supreme Court. She was a visiting professor at the University of Minnesota Law School in fall 2013.
Prior to joining the Trump administration, Rao was a tenured professor at Antonin Scalia Law School, where she founded the law school’s Center for the Study of the Administrative State. Rao’s academic scholarship focused on the political and constitutional accountability of administrative agencies and the role of Congress.
Rao is a Member of the Administrative Conference of the United States and serves on the Governing Council of the ABA Section of Administrative Law and Regulatory Practice. She is a member of the Virginia State Bar and a Qualified Solicitor of England and Wales.
Rao did her schooling at Detroit Country Day School and graduated from Yale University in 1995 with a distinction in ethics, politics, economics and philosophy. She then attended the University of Chicago Law School, where she was a member of the Order of the Coif and received her J.D. in 2000.
