Creighton Waters Biography – Creighton Waters Wiki
Samuel “Creighton” Waters is the chief attorney for the state grand jury division of the South Carolina Office of the Attorney General. He has worked for the Attorney General’s Office since May 1998. He has won State Grand Jury indictments on corrupt law enforcement officers, as well as school district and county officials.
Waters grew up in Columbia’s Heathwood neighborhood, the son of well-respected consumer litigation and bankruptcy lawyer Samuel Waters. He was different from other kids his age. He was a talented guitarist. Waters loved to read, especially books about history and war. He seemed obsessed with expanding his vocabulary, trying to wedge ten-dollar words into his everyday speech.
Waters enrolled at the University of South Carolina’s prestigious Honors College, and then its law school, where he graduated in 1996.
He clerked for two years for the late S.C. Court of Appeals Judge Jasper Cureton — whom he considers one of his chief mentors — before he joined the S.C. Attorney General’s Office in 1998.
Waters initially worked in the office’s appellate division under legendary Deputy Attorney General Don Zelenka. He defended death penalty convictions won by other prosecutors, including at least one case that went all the way to the U.S. Supreme Court.
In 2010, Waters moved over to the state grand jury, a powerful body with the authority to subpoena witnesses and documents and get to the bottom of complex criminal schemes. There, he has put his stamp on some of the state’s biggest criminal cases.
Waters is well-known for his successful prosecution of corrupt law enforcement officers, as well as school district and county officials. He recently successfully obtained indictments on more than 100 suspects following investigations into drug operations in the state prison system. This drug-trafficking organization mostly operated out of the South Carolina Department of Corrections, using contraband items, particularly cellular phones from within the prison system.
Waters has also worked with other prosecutors on major white-collar cases that ranged from the misconduct allegations against former S.C. Speaker of the House Bobby Harrell of Charleston to the $9 billion V.C. Summer nuclear project criminal conspiracy.
